After any Collection Phase, you may call a Security Council Meeting to declare sanctions be placed or removed from a Player Country. Sanctions make it harder to collect Economic Points during Collection Phases. Only one Player Country may be sanctioned at any given time.

Meetings must be called before revealing any new cards on the floor. When a meeting is called, each Player Country has one vote and may vote for or against the proposal. A tie vote results in no change.

This phase is optional.
